On 2 July 2019, the North Queensland Livestock Industry Recovery Agency Advisory Board met in Canberra, ACT. 

Invited guest Mr Don McDonald AM OBE, a leading primary beef producer in Queensland, shared his observations about the challenges and opportunities facing livestock producers in the region and matters for consideration in developing the long-term recovery strategy. The Board discussed a range of issues including those associated with market access, the remoteness of businesses and communities in the region, limited access to reliable climate and weather information, attraction and retention of human capital, the unique nature of livestock production in the North and limitations associated with road, rail and communications infrastructure in the region. 

The Board agreed that the management of prickly-acacia is critical to livestock production in the North West region of Queensland and noted delays by the Queensland Government in settling co-contribution arrangements.   

The Board noted that charities are an essential part of the recovery effort and have an important role in targeting assistance to those individuals and businesses not eligible for government support, such as some emerging livestock producers. 

The Board discussed the ineligibility of some emerging primary producers for the Restocking, Replanting and On-farm infrastructure grants. In most cases the Queensland Rural and Industry Development Authority (QRIDA) deemed them ineligible because their income and/or their labour was not associated with their primary production business, or the size and scale of their operation was not considered viable.

The Board discussed rehabilitation of riparian and coastal environments damaged by the flood event and agreed that a more coordinated approach was required by the Commonwealth and State governments, NRM bodies and River Trusts to ensure timely rehabilitation and restoration of affected riverine and coastal environments.    

The Advisory Board supports the Head of the Agency, the Hon Shane L Stone AC PGDK QC and comprises members with on-the-ground livestock industry experience, stakeholder groups, and representatives of federal and local governments.
